Like I said, Russian ambassador represents Russia in India. Russian has always maintained Kashmir is a bilateral issue. Why are you uneasy now? Don't you remember when art 370 was removed, an emergency closed door meeting convened and Russian rep to UN made the same comment. So did the French.

If that's the case why hasn't the Chinese Ambassador said Kashmir is an internal matter of India? Because China actually needs to improve ties with India more then ever because of the pressure it is under due to the trade war. Russia has also been consistent in saying it doesn't think Kashmir should be discussed at the UNSC. BTW India is fine with solving the dispute under Shimla and Lahore, it is Pakistan that said the Article 370 revocation nullified those documents. Pakistan has also been saying Kashmir is not a bilateral dispute between two countries but an international dispute necessitating UN intervention like Syria or Rohingyas. So even statements saying Kashmir is a bilateral dispute(which most countries have said) goes against Pakistan's claims.

Only three countries have openly condemned India for Article 370. Those are Turkey, Malaysia, and China. Most countries have been neutral on the Kashmir issue, which is good enough for India. The countries that have said Article 370 and/or Kashmir in general include:

Russia
Sri Lanka
Maldives
Bangladesh
Bhutan
Serbia
UAE

The US has also said it considers Article 370 an internal matter, but the US is divided between the federal government which supports India and the Democratic-controlled Congress which opposes India. In general the US has supported India on Kashmir. The Undersecretary of State for South Asia even said the US supports India's objectives behind repealing Articel 370.

We have sort lived memories. Don't forget that it was Russia who overtly armed India to the teeth since 1947, facilitated the break up of Pakistan through military and diplomatic means in 1971 and created the Afghanistan problem. The list is too long to be placed in this forum.

And despite that diplomatic failure, the UNSC has ignored Pakistan's begging to take action, and no country other than the Holy Trinity(China Turkey, and Malaysia) has condemned India. If that is a failure, I would hate to see what a victory looks like.
