Russia’s new military doctrine cites Nato as top threat

MOSCOW: Russia named Nato's military buildup near its border as the main military threat and raised the possibility of using precision conventional weapons as a “strategic deterrent,” according to the nation's new military doctrine signed by President Vladimir Putin Friday.

Nato flatly denied it was a threat to Russia, and accused Russia of undermining European security.

The new doctrine, which comes amid Russia-West tensions over Ukraine, maintains the provisions of the previous, 2010 edition of the military doctrine regarding the use of nuclear weapons.

It says Russia could use nuclear weapons in retaliation to the use of nuclear or other weapons of mass destruction against it or its allies, and also in case of aggression involving conventional weapons that “threatens the very existence” of the Russian state.

But for the first time, the new doctrine says that Russia could use precision weapons “as part of strategic deterrent measures,” without spelling out when and how Moscow could resort to them.

The doctrine placed “a buildup of Nato military potential and its empowerment with global functions implemented in violation of international law, the expansion of Nato's military infrastructure to the Russian borders” on top of military threats to Russia.

It pointed that that the deployment of foreign military forces on the territory of Russia's neighbours could be used for “political and military pressure”.

Nato spokeswoman Oana Lungescu responded by saying in a statement that the alliance “poses no threat to Russia or to any nation”. “Any steps taken by Nato to ensure the security of its members are clearly defensive in nature, proportionate and in compliance with international law,” she said.

“In fact, it is Russia's actions, including currently in Ukraine, which are breaking international law and undermining European security.”

Russia's relations with the West have plummeted to their lowest level since the Cold War times, and Nato cut off its ties with Russia after it annexed Ukraine's Crimean Peninsula in March. Ukraine and the West also have accused Moscow of fueling a pro-Russia insurgency in eastern Ukraine with troops and weapons, accusations the Kremlin has denied.

The US and the European Union have responded by slapping sanctions against Moscow, which have deepened Russia's economic woes and contributed to a sharp devaluation of the ruble.

Hmm...maybe NATO should declare Russia as the top threat...oh wait a minute it has been the top threat every year since 1949.

In all honesty, they are not our top threat. They are just ticked off that their bet on challenging U.S, Europe and NATO backfired. As they go into a deeper recession we will see more of such blustering statements.
 
Russias real top threat is their peaceful muslim neighbours, the top threat in the "media" to brainwash the average Russian with an education of a squirrel is of course the west.

Your top threat will make sure Russia is strong enough to take back Ukraine by force if necessary.

At this point, I would have consider North Korea more of a potent threat then Putin's Russia

You are correct, Russia is not US top threat. It is US administration, its financial and defense industry and policy coming out of these institutions are biggest threat to US as a most prosperous country.

few facts more people are aware than what washington like to propagate.

1) it was US and NATO used illegal (instead of vote) regime change in Ukraine and triggered this artificial conflict. Russia just reacting to continuous US push for hegemony.

2) Russia rely more on real resource like oil and gas export contrary to bubble and money printing US is using keep its economy float.

3) Oil price this low is not sustainable. Once, Saudis runs out of money, and/or its discontent population turn against the dictators, oil price will go up. Saudis already announced $40 billion USD shortfall in their budget and cutting salaries and benefits. More to come in future.

4) This US western bluff of Russian recession and submission already been called in some degree. Hedge funds and shady arms used to bet against ruble already licking some of their loss.

Perhaps, you could share some more thoughtful ideas how people can co exist in a better world. Perhaps, that is overrated in state department.

If it is not sustainable it is because they simply got addicted to abnormally high prices.

Just because India has apprehensions with China? I don't think so. Not even in a million years.

China is really close to challenge the west's Domination of world affairs that sure make it a strong contender for this position
