This is the purpose of every intelligence agency. May be you have heard of the other 3 letter agency, KGB. Every country does it. China uses its intelligence agencies to steal info. Saudis do it to start wars in Yemen they can't win or kill a citizen in their own consulate and leave a trail of proof that a blind man can find. So whats your point? You think countries become great by minding their own business.

My point here is not to defend the morality behind intelligence agencies. But that countries want to be powerful or have their needs met, they interfere one way or another.
