First of all, what I said is "EVEN IF" the reservoir was completely drained, which you won't if you just destroy the dam, there are going to be certain level of water remaining inside the reservoir once that dam was destroyed, so it would have been the same as crossing a river, just that you are now crossing a small pond where you can't even raise engineering bridge to go across.reservoir near the dam , sure it is steep wall and mood slide if you try pass it , it willbe turkeey shot . way above the dam the bowl tennd to have shorter wall and a lot less steep walls . and artillery well as far as i knew modern artillery don't care if you are in te bowl,, in the desert or in the mountain if you are detected and if there iws artillery present you are pretty much f.......
Second of all, the bowl effect is not about whether or not you can see the enemy, anything you have elevated and deflated terrain, it present a "BOTTLEHEAD" because you can't all climb and descend that slope at the same speed that you travel across. So you would have to go down and then go up, both of which would have people waiting on either side, that's artillerymen heaven if you know anything about battle tactics. Hence you NEVER cross terrain like that unless you have to.
Finally, this tactic has been used since ages to delay enemy action, like German flooding the field behind France to stop Allied Airborne force during Normandy. You don't just look at one way and say this would do what with which side. You need to compare the effected added on both sides. While I am not saying blowing the dam will not benefit Ukraine in some way, but that benefit is overcome by the hurdle the Ukrainian will face in this counter offensive.
