Not really the Russian navy was nothing more than fielding obsolete ships that would fare well against the Ottomans and Austro-Hungarians but not against the British or the Germans.

Japanese had the latest ships plus the advantage of home turf while Russia's main fleet was the Black Sea fleet and Baltic sea fleet.
