Russia and China vetoed a UN Security Council resolution that Tuesday threatened sanctions against Syria if it didn't immediately halt its military crackdown against civilians.

European members of the Security Council tried to avoid a veto by watering down the language on sanctions three times, but they failed.

The vote was 9-2 with four abstentions - India, South Africa, Brazil and Lebanon.

The resolution demanded that Syria immediately end all violence and ensure human rights. It also called for "an inclusive Syrian-led political process."

Russia's UN Ambassador Vitaly Churkin told the council after the vote that his country did not support Syrian President Bashar Assad's regime or the violence but opposed the resolution because it was "based on a philosophy of confrontation," contained "an ultimatum of sanctions," and was against a peaceful settlement of a crisis.

China's Ambassador Li Bandong said his country is concerned about the ongoing violence and wants to see speedy reforms but opposed the resolution because "sanctions, or threat of sanctions, do not help the sitiuation in Syria but rather complicates the situation."

France's UN Ambassador Gerard Araud denounced the veto, saying it "goes against the sense of history that is under way in the region."

"I would like to commend all of those who fight against the bloodthirsty crackdown in Syria," he said.

The Security Council has been divided over a response to the violence, with Western nations and some supporters in Africa and Latin America pressing for tough action against Syria while Russia, China and other members opposed even mentioning the threat of sanctions.

If the resolution had been approved, it would have been the first by the Security Council against Syria since Assad's military began its crackdown against protesters in mid-March.

a commendable move

it's unfortunate that the US Ambassador to the UN and her associates felt the need to walk-out and storm out of the session...the US issued a very harsh statement in response to the veto

ironic however, considering that 83% of the countries in the UNGA was in favour of the recent Palestinian resolution, one which received UN Veto (the only one among the UNSC countries) from none other than the U.S.

I'd be interested to learn about Pakistan's position on this matter. As I discussed in another thread -- Syria's insurrection is indeed an internal matter which can only really be solved internally; at the same time, Mr. Assad seems beyond redemption at this point and it is in the interest of stability of Syria and the general region -- that Mr. Assad steps down. Too many people have been killed during these past few months, situation has reached a point of no return it seems.

Pakistan has strong relations with Saudi Arabia so it's likely Pakistan is against assad.

you do have a point...though we also do have reasonably lukewarm relations with Iran at the same time.

However given that Pakistan did not abstain, I don't think Pakistan would be in favour of sanctions on Syria. I personally would be against any such move.

Syria's Assad threatens to attack Israel

MOSCOW, October 5

Syrian President Bashar al-Assad has threatened to attack Israel in the event of any Western military intervention in his country's domestic affairs, Iran's semi-official Fars news agency reported.

"If a crazy measure is taken against Damascus, I will need not more than 6 hours to transfer hundreds of rockets and missiles to the Golan Heights to fire them at Tel Aviv," Assad said at a meeting with Turkish Foreign Minister Ahmet Davutoglu on Tuesday.

The comments came after Russia and China had vetoed a UN Security Council resolution condemning Syria for its brutal crackdown on protesters.

Assad also vowed to call on the Lebanese Shia movement Hezbollah for support.

"All these events will happen in three hours, but in the second three hours, Iran will attack U.S. warships in the Persian Gulf and American and European interests will be targeted simultaneously," he said.

More than 2,700 people are estimated to have been killed across Syria since protests against the Assad regime began in March.

Russia's UN envoy Vitaly Churkin said Moscow vetoed the resolution - drafted by France with Britain, Germany and Portugal - because it was based on "the philosophy of confrontation."
