They are struggling with an ISIS insurgency in some areas of Sinai. The fear however is that this has been allowed to continue to have excuse to evict residents of Al Arish and other towns near Gaza to weaken Hamas as well. And possibly create space in Sinai for Palestinians fleeing Gaza in a future devastating Israeli war that will intend to ethnically cleanse the population.

why dont they simply ask SA or Dubai to talk with their ISIS there since they have good relations...

ISIS and Al-Qaeda only show up when they're needed to destabilize countries and Muslim movements. They're also used to generate sectarian and religious wars between different sects in Islam and also between Christians and Muslims in the Midlde East and in larger Arab/Muslim world.

Hopefully, the Egyptian security forces will get a control of the ISIS cancer in the Sinai.
