Remaining"Stranded Pakistanis" In BD Is Not Our Responsibility! Ministry of FA

The Ministry of Foreign Affairs has said that the remaining ‘stranded Pakistanis’ in Bangladesh, a majority of whom are Biharis, are not the responsibility of Pakistan as the country has already repatriated a large number of non-Bengalis.

The Supreme Court of Pakistan resumed on Monday the hearing of a petition, filed by the Stranded Pakistanis General Repatriation Committee, regarding the repatriation of Pakistanis currently stranded in Bangladesh. Deputy Attorney General Sohail Mahmood submitted a report on behalf of the foreign office, stating that currently, there are around 400,000 to 500,000 stranded Pakistanis residing in Bangladesh and these remaining people are the responsibility of Bangladesh government.

The foreign office in its report, a copy of which is available with The Express Tribune, claimed that large number of Biharis stranded in Bangladesh do not want to be repatriated to Pakistan. “There is a difference of opinion on their repatriation to Pakistan or otherwise. There are a large number of Bhiharis in Bangladesh who do not want to be repatriated to Pakistan,” said the report.

The reply further states that Pakistan and India in occurrence with Bangladesh, signed an agreement on “repatriation of prisoners of war and civilian internees” on August 28, 1973 in New Dehli, adding that subsequently, on April 9 1974, Pakistan, India and Bangladesh signed a tripartite agreement.

Further, more than 170,000 Biharis have already been repatriated to Pakistan and the repatriation was facilitated by the cabinet division prior to the decisions of the Bangladesh Supreme Court on the status of non-Bengalis, the foreign office said.

The foreign office also submitted copies of the May 2003 and May 2008 verdicts of the Supreme Court of Bangladesh, wherein the top Bangladeshi court declared that Biharis are the citizens of Bangladesh and accordingly are eligible and entitled to be enrolled as voters in electoral rolls in the country.

The report also claimed that a large numbers of Biharis even exercised their right of vote during the general elections of Bangladesh in December 2008 and January 2014, adding that many of these people have also acquired Bangladeshi passports.

While terming the plight of non-Bengalis in Bangladesh a ‘humanitarian’ issue, the foreign office said, “Pakistan considers the plight of the non-Begalis a “humanitarian” issue and Pakistan has been providing assistance to Biharis.”

The report further contended that as per schedule –II rule 3(3), item no 2 (25), the repatriation of civilians and civil internees from India and Bangladesh and those stranded in Nepal and other foreign countries, in all other concerned matters etc fall within the domain of the cabinet division.

Earlier, the interior ministry’s reply stated that the foreign ministry would be in a better position to respond regarding the repatriation of 300,000 Pakistanis stranded in some 70 camps in Bangladesh.

The reply stated that under clause (i) of sub section (1) of section 16-A of the Pakistan citizenship Act 1951, all those persons in those territories, which before December 16, 1971 constituted the province of East Pakistan, residing since that day, voluntarily or otherwise, shall cease to be citizens of Pakistan.

It also states, however, that those who have not been repatriated before March 18, 1978, and whose repatriation has been agreed by the federal government, shall continue to be citizens of Pakistan as provided under provision to clause (iv) of sub section 1 of section 16-A of the Citizenship Act 1951.

After fall of Dhaka we left behind 70000 thousand soldiers and 300,000
Pakistanis. We get back out soldiers but forget our those Pakistanis who support West Pakistan and they still living in 70 different camps.

They should be allowed by the Australians or any other country to become their own citizens.
 
Technically they are Indian citizens. They have migrated from Indian Bihar. Both of these countries refuse to accept them.

Your biased opnion doesnot matter by chubby gay friend with a scarf.
First of all No country can refuse to accept its own citizens,
They cannot be Indian citizens because they migrated to East Pakistan during 1947,hence they r deemed to be Pakistani citizens. The same applies for Hindus & Sikhs who migrated from Pakistan.
 
They are still Pakistanis. Don't lecture us on who they are and mind your own business.

I am not in the business of lecturing you. if they are still Pakistanis and they want to be Pakistani the Pakistani government should take them back.

i suspect some of them got used to life in Bangladesh and do not want to take a chance moving to Pakistan anymore
 
Maybe those Bengalis also fought for nation Pakistan as Razakar. Many closets are still active in Bangladesh. Biharis were guest in Bengal. So much love for Biharis than the native people of the land. And Burmese are refugee. Agree that Pakistan was a mistake to play monopoly with the fate of Muslims of India and Bangladesh.

No they don't, majority of bangalis came after restoration of relations with Bangladesh only handful Bengalis fought for Pakistan and they were allowed to live here after war.

They maybe the closet Pakistani supporters. Bengalis who wanted to create Bangladesh can never go to Pakistan. There were 13 crew in PNS Ghazi submarine in 1971. Bengalis planned to revolt. 8 agreed 5 remained. The proportion in BD was like this. Some actively worked for BD some for Pakistan some remained silent. There is so much confusion that you cant come to a certain conclusion. A well known pakistani supporter can never be the same as Bangladeshi. So they will certainly find other places. UK and Pakistan. Some Biharis also worked for Bangladesh.

Basically Bengalis who created Bangladesh did come to Pakistan in 70s & 80s in millions through India, I know many of them as there are few hundred thousand live near my area, also since last 35 years Bengali maids are working in my area and all said that they came after separation through India as Bangladesh can't provide them what they promised.

Also with Bengalis hundreds of thousands Bemires came here too and still live here.

Pakistan must though out all unwanted migrants from the country (which are in millions) because they are big mess for Pakistan and bring back those who fought for the nation and scarified their lives for it (there numbers are in few hundred thousands).

I support this. Get rid of Migrants from your country also dont take the Biharis as the FA said. On the other hand we will also get rid of BD Jamaatis, dont take the Rakhines. This way we will be able to create mistrust among Muslims. No one will go for religious extremism anymore. All for better world. Cheers.

BD Govt. don't want those Bengalis back Pakistan in 90s had asked for swamping of people which benefits Pakistan as we have to take less people and send more.
 
Whatever our mistakes that led to the creation of Bangladesh; those people who fought, died and suffered for a United Pakistan ought to be brought Home !

If we can find the room for a few million Afghans we can sure as hell find room for a few hundred thousand Stranded Pakistanis !

You didnt understand me. You can get rid of the migrants. But we wont take them. Rohingyas can stay anywhere in the world not BD. There are options for Biharis to take BD nationality. But they wont be able to move away from their miserable life so easily.
