It is great that our military spending is reducing as a percentage of GDP. We need to concentrate more on training and modernisation, and cut down on the numbers /manpower.
A large chunk of budget should go to weapons research. Need to kick out the people who can't deliver results.

Military spending in terms of percentage of tax revenue is the best indicator. India like Pakistan has a low tax to gdp ratio. Seeing how modi likes to inflate gdp numbers, military budget to gdp will fall further..
