ISLAMABAD: Special Assistant to the Prime Minister on Social Security and Poverty Alleviation and Chairperson Ehsaas Programme Dr Sania Nishter has said the government would introduce a new ration card to provide nutritious food to one million deserving people.

Addressing a presser, she said infants less than two years of age and vulnerable pregnant and lactating women would get special nutritious food to avoid stunting.

Under the ambitious Ehsaas Programme, Dr Nishtar said, 80,000 deserving poor would be given interest-free loans, sewing machines, cattle, and retail shop provisions to start own business.


She said the government is increasing social security and poverty alleviation budget for forthcoming fiscal year.

She said as many as 6 million women identified transparently through the ongoing Socio Economic Registry Survey would get stipend in their saving accounts and their access to cell phones will be increased. 500 Kifalat Centres would provide online access to free courses to poor women and their children, she added.

They would have also access to free school lessons, free IT courses, free adult education and certificate courses in stitching, kitchen gardening, electrician and plumbing courses.

The PM aide said the government has decided to provide free wheel chairs to all disabled persons, free hearing aids to the deaf, free white canes to blind under Ehsaas Programme.

Differently-abled person registered with National Database and Registration Authority (NADRA) would be provided Insaf cards for free treatment to self and family up to Rs 720,000 from registered hospitals, she said, adding, that two percent disabled quota has been reserved in government jobs.

That's good, we should withdraw blanket subsidies and give direct support to needy people. But these aids should come with strings attached to encourage these people to do their best to get out of misery and become contributor instead of remaining receiver for generations. And they shouldn't take it as their entitlement but temporary support by state/taxpayers to help them improve their financial problems.

This is called human development from initial stage. Only sane nations invest in human development to become a sustainable economically strong one day.

I personally think people who are given Rations Card should do some Job for State

a) Paint a wall in street i.e remove graffiti
b) Help gardening
c) Tree plantation Duties (gardening)
d) Cleanup of Railway stations / Beautification drive
e) Help paint neighborhood buildings where government want to Uplift certain places look and feel

f) Training on Weekends on some form of Trade Job (Sewing, Literacy classes, Product assembly training (Solar Panel, Water Pumps )

g) For 50 Lakh housing scheme project the folks , Government should introduce scheme to get alot of people trained on basic construction work duties (General Labor) , once in this program they can make Minimum Salary

h) Work on Government Owned Farm Land (New Land made possible for farming)

• Instead of Cash , the Poor folks are given a Ration Card , with credits to get food for family
• Health Card Issued for Basic Health Care
• After working on Government Sponsored Program (i.e Housing construction) they may also get a Pay Salary from Riyasat e Madina

The downfall in governance that Pakistan faced is due to non existence local bodies and every control under cm who makes big bridges that even in one city and the governance structure deteriorates..
Peoole wait if the cm would see their poor neighbourhood and would give some grant.
Local government always give ration cards to poor and we have destroyed our structure of governance I must say..
The most hopeful thing I see is local government election due in few months

Personally I think this democracy has not worked and would never work and perform in Pakistan.
A presidential system that is too democracy and that too in us, is the perfect option for Pakistan with full understanding of Pakistani society and which form is better for us...
We are repeating same mistake again and again.. Trying to make something work that has not and will not work.
For a strong democracy and no intervention from establishment you need strong democracy that performs.
When democracy starts performing other forces go back..
Pakistan is not a normal Country.
Pakistan needs a civil military cooperation to solve its core issues with neighbouring countries to make it a normal country..
A working democracy and conflict resolution would help you achieve what you called civilian supremacy.
