The Pakistan Railways is unable to make a turnaround as its deficit has crossed a whopping Rs350 billion, with Rs36 billion having been added just last year. Documents show that the railways has been pulling in just over half of its expenditures in revenues. Its expenditures have been ballooning on the back of heavy non-development expenditures, primarily salaries to the 73,000 staff and over 119,000 pensioners. Together, they eat up around Rs57.24 billion, or 108%, of the total revenues of the railways. The previous government had imposed a ban on new recruitments in PR because of the massive wage bill even though there are about 22,000 vacancies in the department, according to reports.



Another major area contributing to the deficit — apart from the high wage bill — is the shortage of carriages and trains which would help raise its revenues. There are 458 locomotives, of which 321 are operational while 606 of the 1,819 passenger coaches have exceeded their useful life. Besides, some 10,000 of the 16,142 freight wagons are overage. Land lease and encroachment of the railway land is another source of loss in the revenue.

The enthusiasm of the PTI government, especially of Railway Minister Shiekh Rashid Ahmad, has given some positive results, with the deficit in the first seven months of this fiscal year — from July to February — being limited to Rs17.5 billion. Besides, the revenue, at Rs33.39 billion, is also Rs25 million more than what had been recorded in the same period last year.


It is unclear whether the new government has any concrete plan for the railways’ revival beyond announcing new trains and introducing some tourist trains. These have yet to prove as major revenue generators. An improved balance sheet may come through trimming the massive wage bill and exploring new avenues for revenue. Technology can be a great enabler in the context. It can help by automating certain processes — apart from making train bookings easier — and help with efforts to revive an ailing behemoth.

Only ministers which actually looks like trying to do something are Sheikh Rashid (Railway) & Murad Saeed (Communication). How much they succeed is yet to see, but at-least they are trying. Rest of them are more of talks till now.
 
Why my heart wrenches with grief when I read such news about huge losses.. :(.
I know Sh. Rasheed is trying his best shot but ideally we need a professional with authorities like the Chairman or CEO of PIA to fire anyone. Like rest of the institutions, railways is embodiment of the neglect and deliberate sabotage by the elite of the country. The elite culture has ruined everything. While in the west, trains are a symbol of progress and used by all strata of society, railways in Pakistan was always derided by the so called feudal elite created by the British. India on the other hand was quick to reform and got rid of that elite but Pakistan got hijacked by them. So railways was treated as the third class option and for poor and the lower middle classes only. Also opportunist politicians saw it as a dumping ground for political employment to get votes and hence thousands of unnecessary people got inducted. Railways was never upgraded and modernised except for the brief period of 60's & 70's when people preferred it over other modes of transport. Railways really started to decline since 80's when the Zia-ul-Haq came into power and he brought Nawaz Loharr into the politics.

My suggestion is that the pool of extra-employees should be transferred to other departments / ministries like forestry and climate since govt has set a goal of 5 billion trees in the next 5 years so we need thousands of people planting the trees day 'n' night. Furthermore, the corrupt top bureaucrats should be fired and handed over to anti-corruption agencies.

Sh. Raheed is since but I really doubt his ability to turnaround railways because his hands are tied and I have not seen out of the box thinking from him yet. While we need radically innovative thinker and a ruthless implementer..
