So here i was attending an alumini get together of our college as a representative of the current college union. The alumini were re-introducing themselves , all of them high powered jobs. What caught my attention was this particular title...." a consultant for the united states air force". The guy holds an Indian passport and yet works as a consultant for the USAF. How does this happen? I mean, how does one get THERE?!

Consultant can be any one.. they are outsourced people on a specialized mission.. For e.g. Lot of Indian companies are consultants to US companies..

earlier i worked for a company who was doing a project for an Israeli company , and we were sent as consultants to the US, fort Bragg as consultants . it does not matter where you are from if you work for an organization who is working on some project . you will be sent where ever they desire.
 
Two things:
-- Not everything the USAF does is top secret -- they have a lot of civilian work.
-- A 'consutant' is a vague title that could describe just about anything. Maybe your friend was 'consulting' about the nutritional value of corn flakes.
