Putting terrorist to work

Terrorism occurs when tendencies of frustation and aggression are high. The single ethnic group of Pakistan common associated with terrorism is known for its aggression. Traditionally they raided india from time to time to vent off their aggression and bring riches to their strongholds but with the border sealed off we are left with high degree of aggressive people and no venues to vent it out. So why not send them overseas for some meaningful work?

Like fighting the pirates off the Somali coast?
Or suppressing protests in arab sheikdoms?
