Defence ministry...not the Army....in india...MoD holdings is differnt from Army holdings..

And who do you think the MOD gives the land to? Lets not get into the semantics. All of the land held by the armed forces in Pakistan also belongs to the MOD, but is allocated to the different services as per their needs.
 
its different...i dont think the revenues from the lands held under MoD go to army as in case of pakistan..it goes to govt coffers audited by CAG...

Again wrong! Pakistan and India inherited the same system and it works the same way. What is being discussed is the usage of land by the armed forces and the land given to officers as compensation etc. which in Pakistan is allotted by the GoP through the MoD and then respective services are allowed to allot to officers.
 
I think you need to "read" before you post "angrily". if you have read, read again then you wont need face-palm, in fact its better if you guys have anything as evidence that these lands are provincial/federal and the revenue from these lands is going to provincial or federal government, come clean through courts or by press release least to say. if its leased to Army for her use, show accounts to come clean !

The territorial land of Pakistan belongs to the Government of Pakistan. This is not a provincial issue because its tied to national defence, over which the Federal government of Pakistan holds sway over all provinces. The land is allotted to the armed forces on the basis of their needs, which they quantify to the GoP. The GoP then allocates the land accordingly across locations in Pakistan. The compensation for such use comes in the form of the annual national finance award for each province as the Fed. government pumps the money back into the provinces in return for the revenue generated in the province as well as use of facilities in the province including land.

No country or government pays its own states money for the use of land for essentially a service (national defence) that they are responsible for.

This is a grave violation of Articles 173 and 274 whereby the ownership of such lands lies with the federal and the provincial government, as the case may be. Contracts for such properties can only be made in the name of the president, or as the case may be, in the name of the governor of the province.

The control of the army over these lands and any function towards allotment or contracts would be considered unlawful. All income accruing from these properties should have been deposited in the public exchequer and duly audited.

and its not about the border lands.

If GoP has granted these lands to use for commercial usage or agriculture farming, then its revenue is with military accounts, and it doesnot require to go to GoP. If only for defence purpose, then its commercial or agri use is surely not going in military accounts, as ledgers wouldnt exist.

the letter referring to the point raised in PA by Rana Sanaullah (who himself is a land grabber) is questioning about these lands, as a law abiding army, what Army require here is to issue a press release (probably this is how Institutions communicate and clear issues) especially when the legislative assembly is putting a question mark.

Guys Giving examples of Indian Army golf course + or being Military least corrupt institute (serious doubts) + etc reason gives no
right to Pak army to act as Business entity, however there is another side of the picture, as how Army may meet extracurricular
activities expense needed - positive brain storming please.
 
What guud can we expect from our 'Leaders' when our actual leaders and intellectuals like Ahsan Iqbal, Tarek Fateh (whom we consider as learned) are oblivious of the facts and still raises the slaogans of the military eating up 80% of Pakistan's budget, despite the fact that now it is well documented that the military on gets 16% of the National Budget and the Army receives only 6-9% of the National Budget. :

I don't consider them intellectuals utill they differentiat between right and wrong, these scoundrels cannot speak five sentences without praising their masters. If they accept 16% defense budget, how would they misguide people and cover up their shahi expences
 
Interesting. Maybe the top Think Tankers can elaborate on the issue that's taking place in Swat right now. Now im on the Armys side, but the construction of the garrison and taking away of land has gotten a little angry attention in the populace of Swat. can someone elaborate and tell me the Armys side of the story. Thanks in advance :tup:

KARACHI The army is acquiring thousands of kanals of land for four garrisons it has planned to set up in Swat – one each in Barikot, Kabal, Khwazakhela and Matta – bypassing the law and, in some instances, to the displeasure of local people, the Herald reports.

According to a report published in the magazine`s August issue, that hit the newsstands today (Friday), military officials appointed in Swat are heading negotiations with local land-owners for the acquisition of land.

This is in violation of the provisions of the Land Acquisition Act, 1894, which states that only the civilian administration is authorised to acquire land for public purposes.

Some local people are also not happy with the land acquisition and the prices being offered. Sher Shah Khan, whose family will lose 4,000 kanals of land in Kabal to a cantonment, is one of them.

“We told the army that this is our source of livelihood but they said there was no possibility of the government acceding to our demand of not building a garrison in this area,” he said.

A known political figure of Matta, who wishes to remain anonymous, puts it this way “Paying 73 rupees per square foot for fertile land of Swat is a joke being played on the Swati people. It is less than you pay for a square foot of an average quality carpet.”

They should take up the matter with the civilian administration (DCO etc) and their political leaders. This is not the first cantt that is being constructed in Pakistan.
