Has Pakistan not tried monorail or some metro train system due to electricity or is there some other reason?
Punjab start, other province follow.. a fact in Pakistan. Since, Punjab started Metro bus, thats why other provinces going for same. Metro Train in Lahore is also Planned, if succeed others will follow.
Edit: other facts, its cheaper as compare to metro train, but the standard what has been followed in Pakistan it can easily converted into metro Train.

Lahore Metro Bus length of 27 km (8 Elevated Stations, 19 Ground Stations & Train compatible) = Rs. 30 Billion
Rwp-Isloo Metro Bus length of 23 km (8 Elevated Stations, 14 Ground Stations & Train Compatible) = Rs. 40 Billion
Planned Multan Metro Bus length of 30 km = Rs.30 Billion
Planned Faisalabad Metro Bus length of 30 km = Rs. 30 Billion
If PML-N is allowed to continue its term Lahore will move on to get Orange Line Metro Train from Chinese investment. Like the Metro Bus, it will spread like fire in other cities.

PTI claims Peshawar's cost is less. Truth its not less and it only sounds less. Calculating cost per km goes back to square one.
Under the plan, the rapid metro bus service will have well-furnished bus stops at 13 places, while the journey on its east-west ends could be covered in less than one hour with ease and comfort.
It was noted during comparative survey presentation of the consultant between introducing mono-train and metro bus service that the rapid train service would cost Rs25 billion against Rs14 billion of the rapid metro bus.

PESHAWAR: The Board of Investment and Trade (BoIT) on Wednesday approved the construction of 26km highway alongside the existing railway track and plying of modern metro bus service on it under the Peshawar Mass Transit System Corridor One from Nasirpur area on GT Road to Hayatabad Karkhano Market area.
The approval was given during a meeting chaired by Chief Minister Pervez Khattak at the Chief Minister’s Secretariat here after threadbare discussion, said a handout.
The project which will meet the east-west longest ends of the city will be completed under public private partnership at the estimated cost of Rs14 billion under the supervision of industrialist and BoIT vice chairman Mohsin Aziz.
Three local companies has already shown interest to invest money in the mega project.
The participants decided that the project would be advertised after the preparation of PC-1 and formal approval of the board so that besides transparency and spirit of competition, the maximum and large scale investment could also be ensured in it.
It was noted during comparative survey presentation of the consultant between introducing mono-train and metro bus service that the rapid train service would cost Rs25 billion against Rs14 billion of the rapid metro bus.
The single route fare of the train will be Rs185 against that of the bus of Rs29 only.
The chief minister with the agreement of other participants approved the rapid bus service and asked the communication and works and planning and development departments to jointly prepare PC-1 of the project.
He directed the transport secretary to replace the old vegan and minibus services with the latest bus service on Chamkani-Karkhano Market route soon after completion of expansion of four lanes on each side of GT and Jamrud roads.
About the rapid bus service, the participants decided that the first phase of the project from Peshawar cantonment to Karkhano Market would be completed in six months, while the other would take nine months to complete due to traffic congestion in the city downtown.
They also agreed that bus service would be launched soon after completion of the first phase to reduce traffic burden inside the city, especially in the cantonment and Jamrud areas.
However, the chief minister ordered completion of both the phases within the deadline of one year after the start of work.

They can start it alright. But the big question is - can they complete it? It is not a simple question, nor does it have a simple answer. There are political calculations involved here. Will PML-N's federal government allow KPK government to complete its turn? Maybe, maybe not.
After the full-fledge propaganda chorus of 'jangla bus', 'Kha gaye, Pee gaye', 'why waste money on mega-projects', and then Dharna drama, what face does PTI have to show? I have been at pains to point out that PTI politics has taken disastrous turns at every step. My euphoria over PTI's inroads and show of strength subsided a while back when I saw their dedication to pursuit of power in complete disregard to the means employed or the cost to Pakistan's economy.
Call PML-N what you will, they absolutely know the typical Pakistani mind-set that sees completed projects as sign of progress, and not a consistent improvement in HDI (Human Development Indicators). This is unfortunate, but this is reality. There is another dynamic of greater Urban political awakening. This is one of the reasons why PTI has such support in cities, and conversely it is also why PML-N likes to cater to this section of population. Greater Urbanization is inevitable in Pakistan and therefore development must precede it.
One is surprised to see a distortion whereby PML-N now has more support among the poorer sections in cities while PTI voters tend to be from upper classes. (Middle & upper middle class). Earlier it was rather simple in that PPP would have support among urban poor and PML would have support from higher classes. I saw this transformation in 2009 with my own eyes as I was the part of mega-crowd that brought Governor rule in Punjab to its knees and re-instated the ousted judges of Supreme Court. I was surprised and realized that PML-N had solid support among the urban poor.
A lot of what I am writing seems OT - but it is pertinent.
Irony of ironies - PTI that had been successful in attracting educated & more well-off voters (at least in Punjab and Karachi) feels compelled to start a mega-project that would subsidize efficient transport to be used mostly by urban poor in Peshawar. Have they realized what PML-N knew all along?
In the next election or two, urban poor would hold the key to government.
