Wasting peoples money on any religion in a non religious state is not required ,Just say them Happy EID,that's all.

I don't know anything about Indian politics, so I can't comment over who did it for what.

I don't know the exact amount but their shouldn't be a banquet by PMO in any case ,if their is something it should be for all but that will lead to more wastages and you know how government bills go super high on functions.

The bigger worry is that you want to give something to appease a particular section of a community(which is not in their benefit too) in order to garner votes,this leads to lollipop culture.
