President shelves small dam projects

Does this guy have any leadership qualities and qualifications? Like any prior experience? I am not talking about having leadership experience in stealing $$$.

Is it possible that these projects got cancelled because of lack of funding due to the large money required for reconstruction after the floods?

no thats not the reason stated by the government
I don't think these projects will be cancelled for good
I think its just temporarily postponed

Well funding could be a reason if these projects are funded internally and not by external sources such as world bank/ADB etc.

That is not the reason stated by govt. Must be something related with corruption or political benefits.
