-- Current system gone, Full Danda mode, constitution, judiciary, parliament will be irrelevant (plausible, demand of general public middle/lower class)

New updated electrol system is a must.
Election commission must be independent and powerful enough to hold elections.
The state laws must be updated to make it strong.
Anti corruption Bureau must be powerful enough to catch big fishes.
PhD holders/Technocrats must be part of the economy, health, education boards.
New tax revenue collection agency.

Will the current corrupt MNAs implement the above? No because why would they shoot themselves in the foot.

Its in July and I think ECP hasnt even started the process of implementation
I think Kashmir elections will follow the old system

How is that different? In 2018, I voted online when IK left his seat he won from Karachi.

This would change things greatly in Punjab
If recent elections are anything to go by that is PTI has increased its voter share in Punjab despite internal fights and bad ticket distribution

This is not a law unless approved by Parliament ...

It is effectively law for the duration of the Ordinance, i.e. 4 months. For it to be part of the Election Act 2019 going forward (for next GE at least), Parliament has to pass it with simple majority of both houses via a joint session where PTI has simple majority.

the wave of dissidents that have made their way out of Pakistan would hardly vote sincerely.

GoP should ensure their rights to conduct business instead. Giving policymaking to businessmen resulted in current deadlock of institutions in Pakistan.

We do fundraising for Pakistan in any disaster. Run charity organization for Pakistan. We send thousands of dollars in sadaqat, khirat, zakat . We support not one family we support many families. If we have 2 or 3 servants in our home, we provide them regular employment, bonus on eid. This list is never-ending....
And we don't deserve to vote?
