Air power alone can't win wars. If it could, the Saudis would have won in Yemen by now, and Israel would have won in lebanon in 2006.

Due to Iran's mountainous geography, it is extremely difficult to wage war against it in any meaningful manner. The US could launch an air campaign, but it would mean little in the long run.

Punishment by carpet bombing still legit to me, just US B52 and B1 Lancer fleets alone can make Teheran loss all of their electricity and gas station further excerbated their current prices hike crisis. Not to mention if US targeting other industrial complexes and even Dam and this with Iran not being able much to retaliate against US on US soil.

So carpet bombing is a war crime, and in fact, pretty much everything you've described is a war crime.

The US cannot deliberately target civilian infrastructure, without just cause.

The US may not adhere to the rules of the geneva convention (since the Bush jr era), but they do care about optics.

Also, keep in mind, Iran will never fight a conventional war. They know they'll lose if they do, which is why they've built up their asymmetrical warfare capabilities. They can damage the US on US soil, but it will end up being disastrous for the Iranians.
