Amongst Yemen's biggest 4 cities, Hadi controls 1: Aden (partial)

The answer is obvious and its not even a fair comparison. First of all, Hadi is not even in Yemen. He is irrelevant.

He FLED the country and his powerbase has been reduced to a small enclave in the Aden, which is also coming under Houthi+Saleh control.

Assad only partially controls Damascus and Homs. Hama is next after Ariha and Aleppo, so don't get your hopes up.
Both are terrible btw, but one is exponentially more terrible than the other.
