PMO- Rape Centres are 'waste of money'

These centers are there for counselling and helping rape victims from mental trauma..How exactly is it rubbing salt?


I think asking victim to go to 'rape centre' which may be far away, is not really consoling to any woman; When same counselling can be done in closest govt hospitals

Thats why I said that they shouldn't cut the budget..You know how a rape victims were looked upon our socities?rape centers are must in every district if possible..

10. Ethiopia


Ethiopia is estimated to have one of the highest rates of violence against women in the world. A report by the UN found that nearly 60% of Ethiopian women were subjected to sexual violence. Rape is a very serious problem in Ethiopia. The country is infamous for the practice of marriage by abduction, with the prevalence of this practice in Ethiopia being one of the highest in the world. In many parts of Ethiopia, it is common for a man, working in co-ordination with his friends, to kidnap a girl or woman, sometimes using a horse to ease the escape. The abductor will then hide his intended bride and rape her until she becomes pregnant. Girls as young as eleven years old are reported to have been kidnapped for the purpose of marriage. Also the Ethiopian military has been accused of committing systematic rapes against civilians.

9. Sri Lanka


Sri Lanka’s security forces are still raping and torturing suspects. There have been recent allegations that rape and torture by the Sri Lankan security forces have continued four years after the civil war ended. The UN Multi-country Study on Men and Violence found that 14.5% of the sample of Sri Lankan men had perpetrated rape at some point in their lives. 4.9% had raped in the past year. 2.7% had raped another man. 1.6% had took part in a gang rape. 96.5% of the men who had raped experienced no legal consequences. 65.8% didn’t feel worried or guilty afterwards. 64.9% of rapists had raped more than once, and 11.1% had raped four or more girls or women.

It is an Amercing continent and the total reported cases of rape in this country are 2,516,918. These are only six percent of the total rape cases. It is reported that over one in three women had experienced a sexual assault and that only 6% of sexual assaults were reported to the police. According to Justice Institute of British Columbia, one out of every 17 women is raped, 62% of rape victims were physically injured, 9% were beaten or disfigured.

7. France


Rape was not a crime in France until 1980. Laws reinforcing women’s rights and safety are relatively recent in France. The law making rape a crime dates back only to 1980. Earlier decrees were based on 19th century moral codes. A law on sexual-harassment was approved in 1992 and one on moral harassment was passed in 2002. The last bill to fight violence against women was passed last year. Government studies show there are 75,000 rapes a year in the country. Only about 10 percent of the victims filed complaints. France is at the 7th position with the total reported crime of 3,771,850.

6. Germany


An estimate of 240,000 women and girls has died up till now in Germany because of this crime. Germany is on the number six in the highest rape crime with the figures of 6,507,394 in this year which is really a big figure. German Catholics have allowed the morning-after pills for the victims. The country moving forward in technology is actually moving really backward in humanity.

5. United Kingdom


Many people wish to live or even visit UK as it is one of the most developed countries. But they surely must not be aware that this country is also involved badly in the crime of rape. In January 2013, the Ministry of Justice (MoJ), Office for National Statistics (ONS) and Home Office released its first ever joint Official Statistics bulletin on sexual violence, entitled An Overview of Sexual Offending in England and Wales. According to report: Approximately 85,000 women are raped on average in England and Wales every year. Over 400,000 women are sexually assaulted each year. One in 5 women (aged 16 – 59) has experienced some form of sexual violence since the age of 16.

4. India with 1.25 billion people .


India is the place where sexual assault is rapidly increasing. Rape in India is one of India’s most common crimes against women. According to the National Crime Records Bureau 24,923 rape cases were reported across India in 2012, but experts agree that the number of unreported cases of sexual assault brings the total much higher. Out of these, 24,470 were committed by parents/family, relatives, neighbors and other known persons implying that , men known to the victim committed 98 per cent of reported rapes. The latest estimates suggest that a new case of rape is reported every 22 minutes in India.

3. Sweden


Sweden has the highest incidence of reported rapes in Europe and one of the highest in the world. One amongst every four women comes out to be the victim of rape in Sweden. By 2010, The Swedish police recorded the highest number of offences – about 63 per 100,000 inhabitants. The country has third-highest rape crime in the world. In 2009 there were 15,700 reported sexual offenses in Sweden, a rise of 8% compared to 2008, of which 5,940 were rape and sexual harassment (including exhibitionism) accounted for 7,590 reports. In April 2009, it was reported that sex crimes had increased by 58% over the previous ten years. The country has one of the highest rates of rape in the world, with some 65,000 rapes and other sexual assaults reported for the year 2012. The incidence of rape has led to the country being referred to as the “rape capital of the world”. One in three of the 4,000 women questioned by the Community of Information, Empowerment and Transparency said they had been raped in the past year. More than 25 per cent of South African men questioned in a survey published by the Medical Research Council (MRC) admitted to rape; of those, nearly half said they had raped more than one person. Three out of four of those who had admitted rape indicated that they had attacked for the first time during their teens. South Africa has amongst the highest incidences of child and baby rape in the world. If the rapist is convicted, his prison time would be around 2 years.

The super power of the world is at the first position in the race of rapes. Males are majorly the rapist holding a proportion of 99%. Out of all the victims, 91% are females while 9% are males. The U.S Bureau of Justice Statistics states that 91% of rape victims are female and 9% are male, and nearly 99% of rapists are male. According to the National Violence Against Women Survey, 1 in 6 U.S. women and 1 in 33 U.S. men has experienced an attempted or completed rape in their lifetime. More than a quarter of college-age women report having experienced a rape or rape attempt since age 14. Out of all, only 16% of the total cases are reported. Outdoor rape is not common in USA rather most of the rape cases takes place inside homes.

Now Sweden blames the rape on Muslim immigrants . With this yardstick India has largest Muslim population of the world with more than 300 million.

Who has the highest number of rapes in the world?

The title sadly goes to Sweden, which now sees one out of every four Swedish women being the victim of rape.

Is this the result of the rapid influx of Muslim immigrants who continue to form a larger percentage of the Swedish population?

With Muslims represented in as many as 77 percent of the rape cases and a major increase in rape cases paralleling a major increase in Muslim immigration, the wages of Muslim immigration are proving to be a sexual assault epidemic by a misogynistic ideology.

The escalation of rape in Sweden is so bad that in July of last year there were an average of five rapes a day reported in Stockholm. Think about that for a minute; five women being raped a day in a modern civilized city. This isn't Afghanistan or Mexico we're talking about; it's Sweden.
The fact that the quantity of rapes is increasing due to the increase of Muslim immigrants is in itself disturbing. As of 2008, Sweden's rape statistics were up to 53.2 per 100,000 population. Sadly, they are most likely higher as the Muslim population continues to grow without any willingness to assimilate into Swedish society.

The only way to fix such a problem is either halt immigration altogether, or to bring down the law on Muslim immigrants who are unwilling to obey. However, such actions force Swedish officials to recognize the root of the problem - Islam. And we all know how government officials react to that.
 
There is no need for any separate rape centers as the government hospitals can take up that job.

Name a developed country with a '"rape centre". I'm sure @Guynextdoor2 's mother would love being the centre of attention at a centre that segregates victims from society, further victimizing them.

This psych of treating rape victims as 'infected with shame and guilt' so as to requiring a specialized medical center to treat them, is the sole cause of allowing criminals to rape, as they take for granted as the girl will stay quite to protect her name.

If Modi puts the same amount in general hospitals to specialize in trauma care center, that would reap much benefits, don't you think so?

Yes it does . I am not against the rape centers being attached to general hospitals.. I am against the cost cuts for these kind of programmes..

And how does a rape center is supposed to help?

They won't call it 'rape centres' obviously. Problem with government hospitals is tthat they provide only health services and are always overwhelmed anyway. (Forget these kinds of crime, if you think you can get een basic services without long waits and corruption and brutal treatment from them, you really must be imagining things. These centres will be away from that crowd, they will be anonymous and sensitive. Provide not just the physical support but also counseling. You think of middle class and upper class victims, this is probably 100 times more prevalent in laborers, low income groups and rural areas. A laborer who earns 50 bucks a day, you think she can get counseling anywhere or are we now saying they don't deserve it? Making them stand in line with the overcrowded government hospital like this is 'any other' treatment is just insensitive.

1. psychiatry is mostly a fake science and then would not be of any help to a rape victim ( male or female )... what they need is psychologists.

2. i agree that something named "rape center" ( or variation ) would be the very reason for victims not to go to such places, and this would actually deepen the stigma already present in society.

3. very importantly, gang-rapes in india are not for sex, but are hatreds against the female who has dared to appear in public space... hence the extreme torture they inflict on the victims... this i have been saying in my posts since my join and as evidenced by amaanat's tortured, mukesh, and as evidenced by other cases... therefore it is critically important for rape-treatment facility to be located within multiple hospitals within a city or within the local hospital of a village... this should be made law.

Something is better than nothing...

If such centres prove to be useful, it can be increased over the course of time...rather than opening all of them at once.
 
The way this whole thing is turning out is not surprising. It shows the backward thinking inherent in right wing ideology. We can build statues of 2500 crore but a basic facility for such a serious problem is a no. We should boot this embarrassing, non performing showboat government out of power.

Two rapes occur every hour in India, reveal National Crime Record Bureau statistics.

The statistics also show an 837% increase in rape cases in the last five decades with the police having registered over 250,000 cases.

Conviction rates, in contrast, remain at an abysmal 20% and sometimes lower.

Given this worrying scenario, Women and Child Development Minister Maneka Gandhi's proposal to start 660 Nirbhaya Centres -- one in each of the 640 districts and another 20 in the six metros -- was hailed by women activists as a positive step forward.

Gandhi told Rediff.com last year that it was deplorable that the State had failed to create proper platforms for justice.

"We need to initiate change whereby a rape victim does not have to run from pillar to post for justice. Rather, all medical, legal and police aid should be made available at one umbrella centre," the minister said.

Her ministry, therefore, put forward the suggestion to construct rape centres in every district. To be constructed at a cost of Rs 37 lakh (Rs 3.7 million) each, these two-storey buildings were to be a one stop-centre to provide an assaulted woman a 'protected shelter where the victim could be counselled, treated and rehabilitated.'

Shockingly, the Prime Minister's Office shot down Gandhi's proposal, describing it as a waste of money and suggesting that the centres be set up in existing government hospitals.

The PMO also slashed the budget for the rape crisis centres from Rs 245 crore (Rs 2.45 billion) to Rs 18 crore (Rs 180 million) and insisted that only 36 such centres would be set up -- one in each state -- with locations being decided by the state governments.

An obviously miffed Gandhi refuses to comment on what she had hoped would have proved a major ameliorative scheme for rape victims.

There is little doubt that she is extremely upset, especially with the terminology used by the PMO which described the centres as a 'waste of money.'

Some ministry officials felt these rape centres would be too 'public' a place to 'host' victims and therefore should be built or rented near hospital complexes.


They were willing for each centre to have a paramedic who would refer the complainant to a hospital, a lawyer, a counsellor and a retired police officer who should not below the rank of an inspector and help the victim file a First Information Rerport.

The decision to downsize has met with severe criticism from women's groups.

Dr Ranjana Kumari, who heads the Centre for Equity and Social Research, says, "These rape crisis centres were modelled on existing centres operating successfully in several countries, including the United Kingdom, Bangladesh, Malaysia, Australia and several African nations."

"The previous (United Progressive Alliance) government had held several rounds of discussions on starting these rape centres with activist groups who had helped prepare a blueprint for the scheme. Maneka Gandhi was only going to implement a project which had been discussed threadbare in the preceding years. The present government's move has, therefore, come as a great shock," she said.

Jagmati Sangwan, who heads the All India Democratic Women's Association, says, "It is shocking that the Modi government has decided to shelve the scheme without offering any explanation."

"The number of rapes has reached mammoth proportions. But if a woman is raped in Jodhpur, is she going to be in a position to go to a crisis centre in Jaipur?" Sangwan asked.

"There are moving towards over-centralisation in all decision making. The finance department has issued a statement that they will decide where all the money will be spent. This top-down approach is responsible for the fact that the Rs 1,000 crore (Rs 10 billion) collected under the Nirbhaya Fund to help rape victims remains unspent."

Sangwan is also extremely critical of the Haryana government's decision to do away with all protection officers appointed to help victims under the Domestic Violence Act.

"These officers who have been relieved from their posts are holding protests in Karnal, which are expected to spread to other parts of the state," she said.

Finance Minister Arun Jaitley's Budget slashed the financial allocation for the women and child development ministry by 55 per cent from Rs 18,588 crore (Rs 185.88 billion) to around Rs 10,382 crore (Rs 103.82 billion).

"This is a strong indicator of how the PMO is detached from reality," Sangwan said, "and shows this government's complete lack of concern for women."

Think about it like this, you got involved in a car accident, where somebody hit your car and run away and you have to file a report at the police, but the station in lets say Trivandrum, is not responsible or equipped to take the case and collect evidence, which is why you will be forced to go to Cochin to file the case. Do you think that's practical? Do you think any car accident case will be filed at the police like this, if it's so difficult? Do you think all evidence can be properly collected if you have to take such an effort to go to a police station far away from the actual location where the accident happend and that a proper investigation will happen?

Do you think all evidence can be properly collected if you have to take such an effort to go to a police station far away from the actual location where the accident happend and that a proper investigation will happen?


Investigation is a different thing, rape centres are not for investigating but for medical, legal and rehabilitative services to victims of sexual assaults.

Putting up an all inclusive centre in each and every district is not viable as availability of trained people has to come through proper training which takes time.

Since you mentioned Kerala, the Department of Health and Family Welfare had set up Bhoomika centres in hospitals in Kerala in 2010 so only trained personnel handle cases of gender-based violence. In Mumbai, Dilaasa, an OSCC is run out of public hospitals with support from NGO CEHAT.
The Ministry of Health and Family Welfare inaugurated “Gauravi” as an OSCC for gender-based violence in a government hospital in Bhopal in Madhya Pradesh. The centre is being run with support from NGO Action Aid.

In case of trauma, or sexual violence, it is the state which should reach out the victim, who may find it cumbersome to access district centres and the first procedure is to admit to local government or private hospital.

Then the Rape centres come into play...
