A PM has to meet investors. That is one of the most critical part of the job. Meeting and attracting investors. However the caveat is non of it should benefit the PM personally.This ought to be self explanatory.

ISLAMABAD: Dr Farrukh Saleem, who was supposed to be appointed as the government’s spokesperson on the economy in October 2018, revealed that economic adviser Abdul Razak Dawood facilitated a meeting between Prime Minister Imran Khan and Gezhouba company representatives during the premier’s recent visit to China.
The joint venture of Descon owned by Adviser to PM on Commerce, Textile, Industry and Investment Abdul Razak Dawood and the Chinese company, China Gezhouba, won the bid for the construction of the Rs309 billion Mohmand Dam in Pakistan.
Dr Saleem, who was speaking to a private TV channel, said that the premier did not meet any other private company representatives on his visit.
“Getting important contracts while being in government is a classic case of clash of interests. The profits are also a form of corruption. It appears that the government has good intentions but lacks planning,” said Dr Saleem.
He said that the $1bn given by Saudi Arabia was spent within 16 days.
“How long will the country be run on loans? There are interests not friendships between the states, we should know that there are no free lunches,” he said.
Dr Saleem said that Pakistan received a loan on 2.8 per cent interest rate from the UAE and on 3 per cent from Saudi Arabia. He warned that unlike in the previous tenure, the circular debt is rapidly increasing hence raising uncertainty which is detrimental for businesses.
“We didn’t get the desired result by devaluing the rupee. The inflation has increased twofold. The former finance minister in order to stabilise the rupee threw $9bn in the market,” he added.

As i had explained earlier, allegations can be leveled that the modus operendi of awarding the contract was discussed in the meeting and thereafter executed as per the deal. How the money flowed ought to be investigated by NAB. Infact this is what PPP is demanding.

True, which is why I said the situation is ambigious. A Prime Minister must above all else meet, attract and win over investors. The caveat is he/she should not benfit personally. Of course that also extends to his ministers and advisors. This is Pakistam. It's not like we have 99 construction companies with the ability to build dams. Descon is one of the few [largest?] and just because Dawood is advisor it can't be penalized by not being given the contract. I mean who would from the corporate sector want to work in government if you knew by doing so your company would be penalized. However it is very important the process is above board because as I said detractors are going to jump on this especially from PPP hoping it will take the heat off their 30 years of plunder.Yes,however, in the instant situation, the waters are muddied due to involvement of Razak Dawood who is his adviser and was the Chairman of the company when the bids were submitted and his son took his place when the bids were accepted.
