The PAF aircraft flew the PM from Pakistan to Chandigarh. IAF chopper took him from Chandigarh to Mohali stadium.

IIRC, there was a time when heads of state used to welcome their counterparts at the airport. The protocols have changed a lot. Anyone knows what kind of officials can receive what kind of dignitaries?

Could have been because this was not an official state invitation ... rather an informal invitation from MMS. But I have seen heads of states being received by cabinet ministers as well.

Doubt she even knew when the photo was being taken, there must have been a few photographers clicking away all the time.

Head of the states are very rarely received by the PM at the airport. Above all this wasn't a state visit and PM had tight schedule.

Even the Chinese premier was not received by our PM when he visited India last December and that was a state visit. So one should not expect such privilege extended to Pakistan..
