Philippines, Japan ink deal for development projects in Mindanao

MANILA, Philippines – The Philippine and Japanese governments on Monday signed the grant agreement for community development in conflict-affected areas in Mindanao, according to the National Economic and Development Authority (NEDA).

NEDA Director-General Arsenio Balisacan and Chief Representative of the Japan International Cooperation Agency (JICA) Philippines Office Noriaki Niwa, inked the grant agreement on behalf of the Philippine and Japanese governments, respectively.

The Philippines will receive a grant amounting to 1.117 billion Japanese yen or almost P500 million to facilitate the rehabilitation and construction of farm-to-market roads in Mindanao, particularly in Bumbaran in Lanao del Sur, Datu Paglas in Maguindanao and Alamada in North Cotabato.

It is the Japan-Bangsamoro Initiatives for Reconstruction Development who made the grant assistance possible.

Balisacan, who is also the economic planning secretary, said that connecting target farm villages to major highways will improve the welfare of farmers who largely rely on crop production as their main source of livelihood.

“We look forward to the attainment of full benefits from this undertaking and eventually to the enjoyment of ‘dividends of peace’ in Mindanao through the implementation of various peace and development programs in the area,” the Cabinet official said.

The same can be followed in developing economies in ASEAN such as the Philippines, and minority groups in the Philippines, such as their Muslims, should be assisted in developing their communities. Increasing the standard of living and human developmental index in these communities may reduce instance of extremism , and can propel many in these communities to success. Overall, we are proposing a community-wide healing process , and ultimately will help cultivate a 'oneness' in Philippine Society, and help stamp out secessionist thought-related to poverty.

Poverty reduction, education programs --- are variables that can help increase this national resuscitation processes.

you are so naive, don't you think is only poverty the cause of Muslim rebellion in Ph? they had long suffered inequality and injustice because of Manila policy for decades, not to mention the brutal slaughter of Muslim Moros in the hands of Christian militia like Ilaga units. And what your opinion about Clan and Warlordism in Philippine, they seem had deep rooted in Philippine society and had influence far and deep enough into Malacanang palaces.

The reason I recommend this book is because too many projects are there but no real agricultural policies are adopted. Re-distrubution of land, in firstly Japan and then Taiwan and SK was the key. In most ASEAN countries, land is controlled by landlords, productivity per hectare is extremely low compared to farms in East Asia where arable land is delicately attended to. The wrong agricultural policies result in social unrest which is prominent in Philippines where most politicians are closely related to manor owners, including the current president. Healthy agricultural output will lay the foundation of industrialisation, one cannot become a healthy industrial country without healthy agriculture. Mind that these quite socialist policies adopted in Japan and Taiwan were supported by US at that time. Americans realised if those redistribution policies were not implemented, America would lose its impacts in East Asia since social unrest would lead to close relationship with communist countries where redistribution of land was also implemented.

However, Americans failed in Southwest Asia. There were many reasons, and of course the most important one was Southwest Asia countries mostly believed British colonial agricultural policies in which the role of family farming was oppressed and manors were recommended.

Indeed, there is much to be done in Mindanao. And we have not been deaf to the plight of our Filipino friends.
