Good step although this isnt the first time this has been done as Tahir ul Qadri has issued a similar fatwa a couple of years ago. I think all mullahs (or atleast the more mainstream ones) need to support this fatwa openly or be sent to jail. The state and military need to make it abundantly clear that under no circumstances is killing of innocents allowed in Islam.
