No any other source is quoting this news, beside this PN have no setup or infrastructure to support the 'fighter jet squadrons on its own' so I am taking it as a mis-reported news article

As far as translation is concerned, it simply says that In response to increasing aerial strength of Indian Navy and to maintain the balance of power in the Arabian Ocean region Pakistan Navy has decided to purchase 30 JF-17, minimum requirement is at least for 2 squadrons and for that PN has requested to Government of Pakistan to provide information regarding the Price & Operational expanse of these Jets. According to the sources National security Committe headed by the Prime Minister will approve the purchase of these jet in its next meeting.
