haha, what is this "nowhere near"? Is that quantifiable? Like I said, take a cue from recent breakthroughs of ISRO.
I gave some examples, we are not playing who's better game here. There is a lot of cooperations happening in space research. NISAR, for example, a cooperation with ISRO and NASA.
Hopefully Pakistan can cooperate with India too in space research.

Heavy launch Capacity of ISRO is limited, that doesn't stop us from achieving key objectives and in different space cooperations. Like, we have our own GPS.

India ranks below US,Russia, China, ESA, and maybe in the same league of Japan, but they have a lot going for them. Only constraint of ISRO is it's budget. A budget of 5 billion annually will do wonders.
