Pakistani interior minister denies flood aid corruption

Pakistan's Interior Minister Rehman Malik has defended the way his country is distributing millions of dollars of flood relief.

His comments follow allegations of corruption from flood affected people.

The government has launched a huge compensation scheme under which people can withdraw cash aid from local banks using special electronic cards.

Some people say they have been denied cards, while others say payments made have disappeared from their accounts.

Under the compensation scheme, the government will eventually give more than 85,450 rupees ($1,000, £631) per household to 1.5 million families who have been directly affected by the disaster, reports the BBC's Jill McGivering.

So far, some 38,000 cases of fraud are being investigated, our correspondent says.

In an interview with the BBC, Mr Malik described the electronic card system being administered by the government as "foolproof".

He said the problems with the scheme were due to the public's dishonesty, and not official corruption.

However Mr Malik acknowledged instances of identity fraud and an illegal market in compensation cards.

Recently, Pakistan announced mid-year measures to raise more than $700m (£435m) to support people affected by monsoon floods over the summer.

A study of flood damage conducted by the World Bank and the Asian Development Bank have put total losses at about $9.7bn (£6bn).

Even i find that hard to stomach... With so much aid, going to smaller zilla's and thesils there will always be corruption and the NDMA and Federal government can't be held accountable for donations given at the UC level let alone the thesil level.

Of course there is corruption. The NDMA should publish all their figures and the FRC should also public a detailed break-down of incoming and outgoing aid with clearly identified beneficiaries.

Sure the watan card system is a step in the right direction but a little to late in the day. Furthermore more onus of auditing needs to be placed on NGOs working in Pakistan to publish their books annually since they are recipients of a large amount of this "funding".

Yes the government is a culprit... But so are the NGOs and other third parities from the suppliers through to the "beneficiaries".

USAID team informs NAB chairman about misuse of funds

ISLAMABAD: A delegation of USAID officials met National Accountability Bureau (NAB) Chairman Justice (r) Syed Deedar Hussain Shah on Thursday to discuss modalities for ensuring proper utilisation of funds provided to Pakistan by the US through NGOs under the Kerry Lugar aid package.

The USAID delegation, comprising Daniel P Altman and Charles D Zimmerman, informed the NAB chairman that they had received a significant number of complaints about the misuse and misappropriation of funds by the NGOs. The chairman assured the USAID officials of NAB’s complete support in ensuring a transparent use of the funds. It is pertinent to mention that the US government had filed complaints with NAB against certain NGOs also involving US nationals, which were alleged for improper and dishonest use of such funds.
