Noor Khan did flew during the combat days of 1965 War, but in F-86 Sabre not F-104 (although he did conversion in F-104 too). The purpose was not to enjoy a ride rather sharing and acquiring knowledge about the battle plans. I recall a retired army officer sharing his memories about 1965 war couple of years ago, what he narrates that Nur khan flew to distant airfields & landing strips and discuss war time strategies with his counterparts in army. Such professionalism in the top-command was not only a moral booster but also a strategically vital.
No.9 Sqn flew F-104s, all of them (and few RJAF examples) were in very small number. Their requirements for ACM missions was much needed and there it was difficult to spare an aircraft for such sortie for couple of hours.
