The day Pakistan has $40 billion defence budget...and 10x industrial defence capacity than current capacity, then we might to be able to start using the word "military buildup"....

As of now, Pakistan military isn't special at all.

Doubtful, it will increase to $8 billion at most from current $7 billion.

I doubt Pakistan is interested in a military buildup.
Right now, the defence budget isn't enough for a buildup, and Pakistan definitely has higher priorities than trying to scare NATO, India or Israel.
