Misunderstanding and comprehension problems dont just arise in reading dissertations. When someone uses few words to express deep meaning, and you approach it with preconceived notions, there will be friction. In speaking, the act of trying to understand what the person is saying is called 'active listening'. You should apply it to reading as well.

So I'll say it once more for your benefit. Much of the corruption in the country happened through a civil-military collusion. Thankfully, the current top brass was not part of it, hence the axe has fallen on the civilians. Which means they will now be ready to spill the beans on the military. We should use this golden opportunity to extract as much from them as we can. If we lose the opportunity due to politicking, then it's our incompetence.
