You have no clue what you are talking about lol Personal electronics ( mobile phone either 1 or 2 obviously they would not be sealed or brand new, one laptop/tablet) are exempt from duty/import charges and come under personal baggage allowance
Mobile phone fraud is prevalent in Pakistan. People bring in carrier subsidised phones from the US/UK; report it as stolen in country of origin and unlock it here for a meagre amount. This deprives the government of tax revenue if the phone was imported legally. The mechanism for determining the pricing maybe a bit outdated but it is a start to curb illegal imports.
Huge number of stolen phones are brought in. Now these will be worthless because PTA doesnt care how old is phone, they look at original retail price for tax.
What is value of such laws which is not being implemented. You are telling me that UK custom officers are not following laws of land( infact going against law) and letting international passengers go without charging them duty on their personal mobile and laptops..No others country ever charged duty on my personal phones or laptops or ever blocked them..you tell me about your experience of travelling in different countries..have you ever paid duty on your personal phones or laptop when travelling with phone?As I said, show me this claim of yours on an Official UK Border Agency documents or on UK Gov website.

I have a HMRC specialist sitting next to me at work and he has confirmed that no such exemption exists. UK customs officers have every legal right to slap customs on out of EU bought phones and if it's a boxed new phone then that's the easy one!

By law you can only bring £15 value tax and duty free electronics. Then upto £135 is Vat charged, and above that is Duty and VAT both charged.
There is absolutely no current law stopping UK government imposing the same law as Pakistan. But there's more outflow of phones instead of illegal/duty avoided inflows hence no enforcement. It's cost v benefit game.

I am in favour of taking actions against smuggling of phones or any illegal activities of those who are in mobile businesses. You definitely did not watched previous videos where its average consumer who are suffering because of no clarity and fairness in this new laws and procedures. selling or buying used phones was common in Pakistan as 80 percent people in Pakistan buy used phones and origin of these phones is not trackable and some people are now ended up paying more taxes than the actual price which they have paid for used phones. Then there is question about how they are judging the value of used phones released years ago. Price of phones keep changing as it get old. How fair it would be to judge the iphone 5 value based on its release price instead of current value in market? Make procedures fair and clear then nobody will complain. They even sold perosanl data of overseas Pakistani so if customs are currupt then so will be PTA and FBR and i always have one personal phone with me which i keep wherever i go unless i upgrade to new ones.@Proudpakistaniguy
Customs in Pakistan are corrupt in masses. I've seen with my own eyes 80 blackberry phones confiscated at Lahore cargo customs - whilst I was getting my stuff cleared. 20 official recorded to be confiscated and 60 taken by custom officials (off the record confiscation) to be sold off to traders in the market.
This law puts a stop to these illegal phones.
So how many phones do you take back each trip?
When they can demand 40K for Q mobile manufactured in Pakistan then 50k for iphone xs is not badWho in their F**** mind would pay 50k on iPhone XS? This is a crazy evaluation. These people need to take their heads out of their butts and realize this is an insane evaluation. Yes, if it was 15k-20k then it was understandable but 50k?. Plus it is better to get a small pie from a bigger cake than to have a bigger pie from a smaller cake.

I have been saying same thing that every country allow 1 or 2 phone for personal use ( come under baggage allowance) without asking you to pay duty on them but they are asking you to pay duty even on 1 phone in Pakistan and that was my objectionIf you bring 3 (out of EU purchased) phones with you (single traveler) AND get stopped at UK customs, you will end up paying customs on them. An average person carries 1 phone.
How UK tackled tobacco smuggling issues? They did not put ban on brining any tobacco but gave you certain limited personal allowance which you can keep for personal use and if bring more quantity then need to pay duty on it and same approach was needed in Pakistan to differentiate between smugglers and average overseas Pakistani brining phone for personal use .I am moaning about anything which seem unfair to me and average customers is illiterate lay man who did not had ideas about what he is paying for especially when it was not illegal for people to sell phones bought from aboard in Pakistani marketsUK doesn't have a phone smuggling issue, Pakistan does.
UK has tobacco smuggling problem hence it's a strong focus by customs.
The day phone smuggling in UK reaches the level it has in Pakistan, you will see very similar laws where networks won't register them on local Sims.
Who is this 'average customer'?? When I was in Pakistan, I bought official Samsung phones with warranty instead of these second hand and duty avoided imports.
