Unlikely to mean much, there is no big trigger. The ceasefire violations need a talking about which is what has happened here. No point for PM Modi to leave his flanks exposed to criticism. The main point of interest however is the Foreign Secretaries meeting. That is still on. I think the more important question is whether Nawaz Sharif has complete control or have Pakistan's internal issues started to weigh on him. That is what is being watched. If the conclusion is that he may be a bit of a lame duck, then you are likely to see non-verbal hardening of stance along with the rhetoric. Till then, this is just some general rhetoric. The FS meeting will give a more clearer picture to Indian analysts on NS's position.

Modi is the last person in India to make such loose statement. He measures his words carefully and uses them Judiciously.
"our toolkit is NOT limited " is clearly a euphemism for "other non conventional means" to end this proxy war.
It is clearly a veiled warning to the Pakistan govt. about abrogating the Indus Water Treaty if this proxy war continues.
The words are muffled in diplomatic speak to reach its targeted audience which is the military establishment in pakistan, and not alarm the general public. It does not get any clearer than this.
Nawaz Sharif control is a moot question. Everybody knows he has no control. He is just a public face, not the real power wielder so No one in India expects anything substantive except...... talk..... talk... talk.....the way it has always been with pakistan.

I have little doubt that there are people in position of power who have an extensive "toolkit" and will be willing to use it if needed. However it is my opinion, that these comments, because of the timing, are less likely to indicate anything beyond what is already know. There is a scheduled FS meeting on August 28 which is happening after a very long gap. In the face of some domestic unease about the repeated ceasefire violations and a perceived mellowing down on Modi previous comments on Pakistan, these comments are more likely than not be for domestic consumption(the Pakistanis know the GoI's position anyways). Modi's stance on Pakistan seems to be far more nuanced than what people thought before. It won't be till some time has passed for us to actually figure out what his ideas are. Suffices to say that there is a lot more to the India-Pakistan relationship under Modi than mere spouting of rhetoric. While Modi will be a lot more hardline if there is a serious attack, the comments now when that is not the case, is unlikely to be of that wavelength.
I disagree with abrogation of IWT etc. That is at a level way, way high from the present situation. We can of course wait & see which one of us is right on this score.

They continue with the proxy war which they've waged against India since decades.Right now, I'm willing to let Modi's comments simply be for domestic consumption. If he does something stupid, and acts against Pakistan, then we'll really know if he wants peace or war with Pakistan.
