No US waiver to DRDO on technology imports: Antony

New Delhi : The US has removed four Defence Research and Development Organisation (DRDO) labs from the restricting Entity List that regulates technology exports, but it has not provided any waiver in acquiring technology without licence or any exemption from existing obligations concerning exports, the Lok Sabha was informed Tuesday.

Defence Minister A.K. Antony, in a written reply to a question, said the DRDO's Pune-based Armament Research and Development Establishment (ARDE), Delhi-based Solid State Physics Laboratory (SSPL), Hyderabad-based Research Centre Imarat (RCI) and Defence Research and Development Laboratory (DRDL) were the laboratories "removed" from the US Entity List of Export Administration Regulation (EAR).

"However, no waiver in acquiring technology without licence or exemption from the existing obligations of adherence to the general prohibitions concerning export or re-export or using the acquired technology in contravention to the US laws or its end-use as stated in the end-use certificate by the indenting laboratory has been provided," Antony said.

He also made it clear that technology export required clearance from the US government and each request was reviewed on a case-to-case basis.

"The usage or import of technologies or systems by DRDO laboratories will be subject to periodic monitoring or inspection by the US agencies," he said.

"Pre-licence checks and post-shipment verifications were permitted as the part of India-US End Use Visit Agreement signed in September 2004. However, such visits have been very few, and no visits have taken place since 2009," he added.

^^^ did you expect the US to just hand it over ? US should just cower and give it all up to mighty Indian Janta? they removed India from the restricted list, they did not remove check and balances on it... do you understand the difference between those two stances?

example: If India was to sell dual nuclear technology to another country but insists on keeping checks and balances on it--- would you call India foolish?

I am talking from the Indian perspective. why would we buy the crap when other options are available with full TOT ?

Thank God we rejected the F-16 and F-18. they would be real pain in A$$.

F-18 was the best choice in terms of weapons and radar PV Naik said this as well the F-18 was the only one who had a reliable AESA radar and had the best weapons the only reason it did not make the cut was U.S was hesitant to give critical technologies to HAL under the contract through TOT, the reasons euro fighter and Rafale were chosen was because they were good fighters and they put everything on the table unlike the U.S

the F-16 was not chosen because of engine issues according to a IAF official
 
Plz dont turn this thread to why US planes didnt make the MMRCA cut. That is a different issue altogether.
We dont care if they want to study our demands on a case to case basis. At the end of the day DRDO folks should be able to get the product without much fuss.
