DHAKA, Jan 22, 2019 (BSS) – The government is forming ‘National Skill Development Authority (NSDA)’ aiming to expedite the country’s overall economic development through making all people skilled at least in one area within 2030.

“National Skill Development Authority Bill, 2018 has already been passed in parliament. We hope the NSDA will start its journey from June this year,” outgoing Chief Executive Officer of the National Skill Development Council (NSDC) Secretariat ABM Khorshed Alam told BSS recently.

In an exclusive interview at his office on January 15, Khorshed Alam, also an additional secretary, said the NSDA will provide training in 100 categories through 13,163 registered institutions under 35 departments of the government.

He said NSDA will help develop at least 20 lakh skilled workforce every year to meet the demand of skilled manpower in the country’s industrial sector for ensuring sustainable development.

“Around 10 lakh people are getting training through the existing registered training institutions. In the first year, NSDA has made a plan to provide training to an additional 5 lakh people and the number of additional trainees will be increased to 10 lakh from the next year,” he added.

Khorshed Alam said the NSDA will help develop the skills of labour forces through imparting technical and vocational professional training considering the demand in the local and international labour markets.

The authority will introduce uniform national curriculum in different trades for enhancing skills of workforces of the country through ensuring capacity of training institutes, he added.

He said NSDA will work to raise the standards of institutes engaged in enhancing skills and also for introducing equity-based skills evaluation procedure for appropriately making assessment of skills.

The outgoing NSDC chief said the authority will empower all individuals to access decent employment and ensure Bangladesh’s competitiveness in the global market through improved skills, knowledge and qualifications that are recognized for quality across the globe.

As per the NSDA Bill, the headquarters of the Authority will be situated in Dhaka and its branches can be set up anywhere in the country taking prior permission of the government.

There will be five members of the Authority, including four members and an executive chairman. There will be a governing board where the Prime Minister will be the chairman.

The other members of the board will be ministers for Finance, Public Administration, Industries, Expatriates’ Welfare and Overseas Employment and Labour and Employment, Cabinet Secretary, Prime Minister’s Principal Secretary, Chief Coordinator (SDG Affairs), secretaries of PMO, Public Administration, Finance Division, Vocational and Madrasah Education Board, Industries Ministry, Expatriates’ Welfare and Overseas Employment Ministry, Youth and Sports Ministry, Social Welfare Ministry, Women and Child Affairs Ministry, Health Education and Family Welfare Division, Textiles and Jute Ministry, Information and Communication Technology Division and Agriculture Ministry, executive chairman of Bangladesh Investment Development Authority, executive chairman of Bangladesh Economic Zones Authority, representative from FBCCI, one Industry Skill Council-nominated representative, one government-nominated person who has special contribution in the field of manpower and skill development.

The governing body will hold at least one meeting each year. There will be a 17-member executive committee too.

Things are getting standardized and organised in the skilling sector as well, similar to the lines of Australia and Canada.
NSDC and associated companies are actually putting in a lot of effort in developing a skilling structure in the country. See, there is a lot of skill already available in India and adjoining countries. But it is not formally recognised or valued.

Think about that 'chhotu' who works as an assistant to your local carpenter. He has the skills to make a chair or a table or even a small bed or some other furniture. But does it get recognised? Does all the hardwork he do give him a chance to be called a 'certified carpenter or woodwork professional'?

Nope it doesn't. We all diss that guy saying 'oh! he's just a carpenter'.

NSDC's mission aims to remove that nonsense and give such people skills with standardized training and certification procedures.

সাত মন তেলও জুটবেনা আর রাধাও নাচবেন। এ সমস্ত বড়োবড়ো কথা শুধুমাত্র সংবাদপত্রে ছাপানোর জন্য। বাস্তবায়ন করতে হলে আনুষঙ্গিক যা করা প্রয়োজন বাংলাদেশের নেতা-মন্ত্রীরা তা জানেওনা কিংবা বুঝেও না। তারা এসমস্ত করার চেয়েও কথা বলতে ভালোবাসে। আর সোনার বাঙালিরাও এসমস্ত শুনতে শুনতে মনে করে তাদের দেশ একেবারে খাঁটি শোনা দিয়ে ভরে যাচ্ছে। আগেও কোথাও আমি বলেছি যে বাংলাশের লোকেরা শিডিউল বুঝেনা বা তৈরী করতে পারেনা। এখনো তাই বলছি। প্রকতি-নির্ভর চাষার জাতের পক্ষে সুষ্ঠূভাবে পরিকল্পনা করে তার উপর ভিত্তি করে দেশ গড়া সম্ভব নয়।

Prime Minister Sheikh Hasina has ordered the home ministry to engage the inmates of the jails across Bangladesh in commercial production of goods.
She issued the orders during a visit to the ministry on Sunday so that the prisoners can share the profit and use the money and training for rehabilitation after release.

“We are coming up with new ideas as well as making new buildings in the prisons,” Hasina told the home ministry officials.

Home Minister Asaduzzaman Khan Kamal and Inspector General of Prisons AKM Mustafa Kamal Pasha, among others, were present.

The prime minister said her government has already begun training inmates and getting them to produce goods on a limited scale.

The families of the inmates will be able to get the share of the profit made from the sale of products or they can use the profit and training for employment after release, she said.


Different countries in the world engage inmates in commercial production of goods.

Bangladesh also has rigorous imprisonment, but it has not been used for commercial purposes as yet.

“We are going to include the prisoners’ labour in the mainstream workforce. Prisons in Bangladesh will become correction centres, not what we mean by conventional prisons,” Md Iqbal Hasan, an additional IG of prisons, told bdnews24.com.

The government has approved guidelines on production of goods by using the labour of the prisoners and sharing the profit with them, he added.

Out of the around 93,000 inmates in the prisons, 17.22 percent are convicted and most of them are aged between 18 and 60, according to Iqbal.
