Full exchange of population was only possible if Muslim majority province of Bengal and Punjab were not partitioned and Jammu & Kashmir and Assam were awarded to Pakistan. Exchange of population was in nobody's mind even the partial exchange which took place after partition was not anticipated by anyone. If full exchange of population was a criteria of partition then Muslim League would have never accepted the division of Muslim majority province Bengal and Punjab or J&K and Assam. India retained West Bengal, East Punjab as well as Jammu & Kashmir and Assam means a large minority of Muslim population would remain integral part of India. Deal with it and move on.
