Depends, are you talking about the smaller skirmishes between BLA and Pakistan, or are you talking about the long war against TTP and ISIS. Because, in the former, it isn't even close.

I am talking about the annual casualties reported in Kashmir vs Balochistan due to militancy. As I said before, the casualty count in Kashmir is typically less and has actually been decreasing, although the numbers were recently skewed by Pulwama.

If any of what you say is true, india would have have taken revenge for having it's fighter jet/s shot down by a 7× smaller enemy that is also allegedly bankrupt.
