The owner and management of the bar should be held accountable. If that happened here in the Philippines...they would be charged with reckless imprudence resulting in multiple homicide and injury. Compensation should be given to the families of the victims.

The "fake money" is actually promo cards for a nightclub or something. Truly this is a tragedy. At the same time, I doubt the nightclub owners' intent was to create a stampede. RIP to the deceased.

The Shanghai government needs to sell tickets to gatherings like this in the future. True the Bund is open to everyone but for new years, given China's large population, a nominal fee for a ticket would go a long way in thinning out the crowd while generating some revenue. Money and safety.

The main reason is the crowed lost control when some people become too excited and disturbed.
Gov should take responsibility of not giving enough information and the police were not enough.

Wish tragedy would never happen again and the victim rest in peace.

The police is just too embarrassed to admit that those people died because of some coupons.
