Until now Hamas refused to any compromise. But because of riots in Syria (Hamas' headquarters are in Damascus) Hamas finally agreed to Israeli demands. Decission is still very hard for Israel, because terrorists who murdered civilians are having fun now, but at least security risks are now minimal.
