Out of the large countries UK comes on top, ahead of France and Germany. Must be doing someing right.

GER and UK are similar.
As for France, where I can give my view on that according to my personal experience...
Let's say... The ''Ecosystem'' to express/build/manage your project... is extremely challenging...
And it's not about loans/funds/investment... but the Administration all along the route... Pre and Post Project...
they are what keep France behind... and it's worse every year... well let's say things aren't improving...

Yes, If I have to choose where to ''fulfill'' my mind btw those EU countries... I will choose the UK, even in this time of doubt.
There is too many restrictions in Europe, mostly in FR/GER that ''minds''' choose to migrate... like the US, CAN, UK or even MENA.

Innovation with too many barriers is a dead one...

Yes, Their flexibility.
Something that we lack in Europe. At the exception of few.
European Ecosytem is one of the most Rigid ones in the maiden.

The MENA ecosystem is actually an hardcore version of the Anglo saxon... If only they had the structure to maintain/protect it... if only...
 
The way it's done in Europe. That is Western Europe, Eastern Europe, Southern Europe etc. Therefore how about Western Asia like Northern Africa?

Well even Asia is a Colonial thing, imposed by the Greeks and their conquest and then Rome later on.
We all live on what the last guy gave us to learn on till we beat the last guy...
A more precise way is to go by Ethnic Geo groups and their repartition as of today.
 
Don't forget that most of that people are foreigners, the only thing what we do in Europe importing people to come work.

Well in this index the UK is ranked at 7th place out of 28 countries.
That is not bad.

Besides it also depends on the indicators used to determine the ranking.
I think that the indicators used in both reports might be different which results in a 7th place in one ranking and a 4th place in another.
It is only a difference of three places.

I will list all indicators used in this report below and than you can see for yourself if these indicators are useful in determining the ranking of the countries involved.

Definitions of EIS 2019 innovation indicators

1.1.1 New doctorate graduates per 1000 population aged 25-34
1.1.2 Percentage population aged 25-34 having completed tertiary education
