Modi Government stops advertising in The Times Group, The Hindu and The Telegraph newspaper

There are norms based on readeship which dictate how much ads must be spent in what papers by government. It is public money and must be spent effectively based on readership. But what does bhakth government know about norms or decency.
Can you provide any sources to these 'norms' you speak off? Otherwise I'd recommend a course in thread derailment and trolling, god knows you're failing at both.

These are policies to determine RATES and PRICES for advertisements in Media.

Not policies and norms to decide on which newspaper or media house to advertise in.

Did you read it. There is "Procedure for Empanelment of Publications" and also "Suspension and Recoveries"

Yes, it gives details for empanelment of publications so that they can be used by GoI for advertisement.

It does not say that all empaneled media has to be used. The GoI has discretion in using the empaneled media.

"As soon as requisitions for release of advertisements are received from various Ministries and Departments,DAVP will prepare a suitable media list keeping in view the objectives of the client Ministries/Departments, the contents, target audience for the advertisement and availability of funds in consultation with the client Ministries/Departments.The media-list, if any prepared/ suggested by the client Ministry would be suitably modified by DAVP to conform to the Government’s policy without compromising the objectives of the proposed advertisement."

The DAVP is answerable to the public and the courts to show that it dropped these newpaper on the grounds that it would have otherwise compromised on the objectives of the proposed advertisement. It cannot drop them for any other reason.

You have proved my case. From your own post,

The Objective of any proposed advertisement is to let the public know the details of any govt. initiative.

And it would not be compromised by excluding a few select Media houses who did not make it to the list.

DAVP has guidelines on how to prepare that list. They can't arbitrarily add or remove media houses.

Why wont there be norms on that. You got fully owned by KhanBaba who provided all the links needed. Its funny a bhakth and brahmin in to whose mind neither logic nor decency penetrates easily is lecturing on trolling.

I think you're confusing the procedure of how the GoI releases ads with whom it should. The links provided outline the conditions and critirea for taking out an ad in various media. Nowhere does it state it has to be specific media outlets, that's up to the GoI discretion.
If you have solid sources stating otherwise I'm more than willing to criticize any wrong doing by my govt.

Untill then, do try to engage in a conversation without insulting the other party, you'll have a much more pleasant time.

The procedure and the norms dictate whom the ads should be released. Why would it confuse anyone is beyond my comprehension. You want to message your people so you chose media which built platforms for reaching out to people then you go to some independent organization which tells us which indian media has what reach and you buy ad space accordingly. why would you worry about their editorial content (which by the way is pretty slavish to bjp) which is their soverign consitutional right. You are a hateful lot that why.
 
If these news paper mentioned are anti Modi them don't know who is pro Modi.
If times of India is not included in godi media then what else .
The Hindu and the Times are very much modis media cell .
 
There is absolutely ZERO obligation on any govt to give advertising to any news paper,
it's entirely the govt's discretion.

Otherwise, I can start a paper and demand 100 crores advertisement value from govt and cry foul when I fail to get it - exactly what seems to be happening here.

at a certain level this is no better than the military generals running pakistan
