The US already have AESA radar in development before J/APG-1 but since it was not a mature tech, they didn't put it on the aircraft. Japan put the J/APG-1 on the fighter first but the radar has so many flaws and unreliable. Case in point, both us and the USA have developed the scramjet but neither of us are ready for full deployment due to its unreliability.How can it be copied from the US when during that time, the US doesn't even have any AESA radar for its own fighters?
The J/APG-1 was the first AESA radar installed on any fighters. Japan managed this even before the US did.

Since the Mitsubishi F3 Air Superiority Interceptor is to be the JASDF’s Primary Air Superiority Fighter, it will considerable load: It will be armed with 20 MM JM61A1 Cannon, AIM-9 sidewinders, AIM-7 Sparrows, Mitsubishi AAM-3s, Mitsubishi AAM-4, ASM-1, ASM-2, various free falling bombs with GCS-1 IIR seeker heads, JDASm, perhaps even J/AAQ-2 FLIRs.
Avionics wise, it will have something similar to the AN/APG-77 radar, AN/AAR-56 maws, AN/ALR-94 rwr, as well as something similar to the MJU-40 flares.
Ordinance wise, it will have greater capacity than the F-15Js....
