I'm all for referendums in both Kashmir's, that way people there can decide what they want. The thing is that most people in AJK do identify themselves with Pakistan, same thing in Gilgit Baltistan. But you're right until we can solve this issue both Pakistanis and Indians shouldn't claim Kashmir.

Same is with the India as well where Jammu and Laddakh region wants to be with India while Kashmir region is full of conflict for being independent to be with Pakistan to be with India. The only way to solve the situation is status quo and no meddling between each others matter. Those who are not happy with India, should get an easy migration with Pakistan. This is as simple as case of Muhajirs during partition.
