Local Kashmiri never vote for 370 , it was central govt of India. Plus FATA people ask to remove FCR law, which is known as " kala qanoon" to punish local tribes on minor crimes during British rule. Plus, FATA people are muslim and they merge in people of there own culture and heritage. Not totally different race and creed.
