Ban should be implemented to all states. Human can't replace our mother . Who gave us her milk to keep us survive . Other than their mother's milk only these cows gives us milk. So wrong in implementing ban on Gauv slaughter . At least on this basis .

Water buffaloes and goats also give milk to us. And chickens give egg.

You are wrong. There was already a blanket ban in the state on the slaughter of cows. The amended Act puts a blanket ban on the slaughter of bulls, bullocks and calves, too.
