Things written in constitution aren't crystal clear. They are open to interpretation. It's Supreme court which declared the right interpretation.

Yes. It's less difficult. You don't know much about their citizenship laws.
Saudi Arabia grants citizenship to Muslim non Arabs. Religion is a criteria for citizenship.

UAE grants citizenship to GCC Arab Muslims.
