it seems indian army cannot make straight line and cannot march in synchronization which is necessary for discipline in any army,media persons asked indian soldiers to stand at proper place for proper photos and coverage and their soldiers have no training to behave properly at this event as can be seen on 4:24 o this video and barking of dogs sound can be heard at 7:09 of this video which presents it as happening at some street where stray dogs are present

Both the soldiers were guards assigned there on duty and were hesistant to move on media persons request (they wanted clearer photo).
They later moved after a joint secretary signalled them the go ahead.
