It's actually time for Chinese companies to come up with good OS like Android and IOS. Chinese smartphone companies are big enough to invest in that.

Getting global developers to join in would be quite an effort, given the recent tirade against Huawei.

While local China market will easily be covered, finding global developers for global markets will be a challenge.

Yes but they have to start somewhere. China already has a big market for it's phones, the developers will likely see the benefit of developing apps for it.
