Tough to say if it will ever come true. A lot can happen in 5 years.
Maybe Russia will grant Iran some form of license to produce a Sukhoi like passenger jet using mostly Iranian/Russian parts and being powered by Russian engines to avoid interfering with sanctions.
If sanctions somehow get resolved, it will be hard to see how Iranian airlines will pick an unproven Iranian passenger jet over proven foreign passenger jets. Nonetheless, it’s good for Iran to at least gain the experience.
