Kingdergartens in rural Tibet are fast catching up with the standard of the rest of China

The kingdergarten in the video is in rural Tibet, over 98% of the kids in this kingdergarten are from farming families. The Tibetan headmastress says that kids from 3-6 years old all can go to kingdertartens for free now and teaching facilies and the quality of teaching teams in their poor region is fast catching up with the rest of China. She exclaims on how tremendous the preschool teaching conditions have changed during the years and how lucky those kids are having been born in today's Tibet.

 
China is a country which always puts education the top priority for the country development with the highest percentage of education budget of her GDP among all major countries.
 
I don't get this. Kindergarten is useful in cities but in rural areas, why? It is not like new-era farmers are punching time cards, too.
